We introduce a new, rate independent model for contact angle hysteresis, which is based on models used in elasto plasticity. It describes a stable drop configuration not only as an energy minimizer but as a state where the energy landscape is not too steep. The new model is applied to drops on a rough surface. It qualitatively reproduces experiments which show a non monotone and discontinuous dependence of the contact angles on the surface roughness.
